Customer

An ESCO engaged Steam Management, Inc. to design-bid and execute the installation of multiple ECMs at Norfolk Naval Shipyard and St. Julien’s Annex, in Portsmouth VA.  The project encompassed 50+ buildings with medium and high-level security protocol across 3 campuses. 

Problems

The site has high-pressure steam distribution systems with pressure reducing stations located in each building.  Both the high and medium/low pressure systems needed upgrades and repairs to improve functionality and reduce energy losses.  The piping and equipment insulation in most locations was missing or degraded to a condition where re-insulation was necessary for energy savings and to avoid existing health and safety risks. 

Site conditions:

  • Unsafe work areas with exposed steam piping

  • Neglected steam traps without strainers and isolation valves
